Intersagunto Terminales becomes the first Valenciaport terminal to achieve full AEO certification

Intersagunto Terminals, the multi-purpose terminal of Alonso Group located in the port of Sagunto, has recently received certification as an Authorized Economic Operator (AEO) in its entirety. In 2015 it already achieved security and protection (Type S) and now customs simplifications (Type C). In this way, it becomes the first Valenciaport terminal to obtain this complete certification from the Tax Agency.
After a long period of audits, the operational, logistical and information processes have been adapted in order to be able to know the customs situation of the goods deposited in the terminal. The objective is to be able to comply with all the requirements that the new CAU demands of maritime terminals due to their recent consideration as ADT (Temporary Custmos Warehouse), the most important requirement.
In addition to this new AEO certification, Intersagunto Terminals already has three of the most demanding European standards: ISO 9001 for quality management, ISO 14001 for the environment and ISO 50001 for energy efficiency, in addition to the Ministry of the Environment’s hallmarks “Calculation” and “Reduce” on CO2 emissions. This system will soon be completed by the ISO 45001 standard for Occupational Health and Safety, which is the fundamental mainstay on which the company’s activity is based.
New European Union Customs Code from 2016
The new regulation came into force in 2016 and the terminals have had a period of three years, ending next May 1, 2019, for full adaptation. The regulations establish that port terminals become responsible for customs and tax purposes to authorize the departure of any goods from their facilities and, therefore, must be the terminals that ensure compliance with customs formalities for each genus. On the other hand, the terminal must have the goods controlled and registered at all times so that the customs administration can review the movements in the ADT when it deems it appropriate. With the definitive application of these regulations, a transformation is expected in the medium term in areas as relevant as terminal security or the execution of operations, which will end up having its effects on the dynamics of ports of general interest.
Non-Community containers
Another important aspect of the new regulation concerns the length of stay of non-Community containers. With the new regulation the port terminal will have to control their stay as the maximum stay is 90 days, so if this period is exceeded will have to notify Customs and start the file of the abandoned, which entails a change for the current operation and services provided in the terminals in aspects as strategic as storage.
AEO advantages
Having an AEO certificate leads to a significant reduction in the number of procedures and document management when carrying out any operation. Procedures are streamlined and operating times are considerably reduced. In addition, the AEO seal guarantees the client that an operator, in addition to having passed a rigorous audit by the Administration, is subject to continuous inspections that guarantee an impeccable treatment of security measures, both physical and documentary.
